Heart of Adoptions Alliance, Inc. (HOAA) was founded in 2003 by Adoption Attorney Jeanne T. Tate, two years after she established Heart of Adoptions, Inc., a licensed adoption agency. Motivated by a desire to expand adoption options, Jeanne created HOAA as a sister agency to offer families the opportunity to adopt both internationally and domestically from foster care. Her vision was to establish a nonprofit adoption agency grounded in the highest standards of professionalism, ethics, and competence. For Jeanne, the joy of helping individuals and families grow through adoption has been a driving force throughout her career.

In 2007, HOAA became a licensed child-placing agency and earned Hague Accreditation in 2014, which it maintained until 2024 when the agency voluntarily relinquished the accreditation due to a global decline in intercountry adoptions. In response to changing adoption needs, HOAA pivoted its focus in 2020 by launching the Hearts to Home program, dedicated to helping families adopt children from foster care.

Through this strategic shift, HOAA continues its mission of providing loving homes for children in need while upholding Jeanne’s legacy of compassionate, ethical adoption practices.

In 2021, HOAA created the Hope program to serve women after choosing adoption for their child. This program supports birth parents by providing free support groups, online counseling, and annual birth mother retreats all led by a birth parent. In 2024, in response to the shifting economic and limited access climate, HOAA expanded its unexpected pregnancy counseling services to provide additional pregnancy and parenting resources for women facing unplanned pregnancies. We offer personalized guidance, counseling, and practical support in a nonjudgmental environment, empowering women to explore all their options, whether they choose to parent, pursue adoption, or seek other alternatives.
